Who thought this was attractive?

I've been pulling contact paper off of our shelves.  I have to wonder who and when this was ever attractive.  When I first saw it I thought it was just dirty.  However, after pulling the same stuff off of every shelf  I've concluded, its not dirty it is just freaking ugly
